Please take note of the following considerations to ensure your documents will be acceptable for apostille from the Pennsylvania Secretary of the Commonwealth in Harrisburg.
Considerations for official documents: must be signed and sealed by a Pennsylvania government official, who is the custodian of the vital record.
Considerations for documents issued at the County level: must be signed by the County Clerk. Please note that if the documents are signed by an assistant or deputy clerk will not be acceptable for apostille.
Considerations for marriage records: to be acceptable for apostille marriage license certificates must be issued and signed by the clerk of the orphans court or the register of wills . Please note that a marriage certificates signed by officiant or clergy person are not sufficient.
Considerations for vital records: such as birth and death certificates must be issued/signed by the state registrar Marina OReilly Matthew. Please note that if the birth or death certificate is issued by a local registrar will not be acceptable.

Considerations for school records: diplomas, transcripts and school records issued at Penn State University, University of Pennsylvania, Carnegie Mellon University, University of Pittsburgh, Drexel University, Temple University, Swarthmore College Lehigh University, Bryn Mawr College, Bucknell University and Villanova University among others must be notarized by a Pennsylvania notary public. Contact your school registrar and request a notarized copy.
