新政中提及的“华侨”，大家也许特别容易和华人、华裔混淆，这里给大家科普一下：
1、华侨的定义是什么？
华侨是指定居在国外的中国公民。通俗地讲，就是具有中国国籍却生活在加拿大的人。
2、华侨定义中“定居”的含义指什么？
根据国侨办2009年制定的《关于界定华侨外籍华人归侨侨眷身份的规定》：
1、什么是华人？
华人就是已经加入加拿大国籍的中国人，也就是我们常说的加拿大新移民。
2、中国留学生在外出生的子女是否是外籍华人？
若父母双方均为中国留学生，他们在境外这边所生的子女可以申请当地国护照，但是回中国只能办理旅行证，不能办中国签证，不是华人。境外出生，也可以不拿当地国家护照，而是去中国领事馆申请中国护照。这样，就属于华侨。
例如，孩子拿了美国护照，去中国申请的是旅行证。孩子的归属，得等到孩子18岁之后，看孩子的选择，如果孩子选择加入美国籍，则就是华裔。
1、什么是华裔？
华裔是指在境外出生，但从血统上说他们是中国人的后代和后裔。
